A new idea for Poland 2050: a uniform,PLN 5 tourist fee in each commune instead of the current climate fee.
Poland 2050 proposed the introduction of a new local fee,which could be established by each commune. According to the project,tourists,participants of leisure trips and training would pay PLN 5 per day for their stay in the commune. The new levy would replace the current tourist fee and become a general tax on tourists.
Currently,municipalities can introduce a local fee,also known as a climatic fee,only after meeting strictly defined conditions. It applies to people staying longer than 24 hours in towns with health resort status or those with special natural values. The maximum rates are set by the Minister of Finance,and the commune must meet criteria regarding air quality,landscape and tourist infrastructure.
The MPs of Poland 2050 want to move away from this model. They propose that each commune could charge a uniform fee of PLN 5 per day,without additional restrictions. This would mean that the tax could also be charged in places where air pollution is high. The project is justified by the growing costs incurred by tourist destinations and the need to strengthen local government budgets.
As before,the fee would be added to the accommodation bill. It would be collected by the owners of accommodation facilities and then settled with the commune. Currently,the following are exempt from the applicable climate tax: staff members of diplomatic and consular missions (if such fees are not collected from Poles in their country),hospital patients,blind people with their guardians,real estate tax payers who own summer houses in a given commune and organized groups of children and school youth.
The Poland 2050 project provides its own catalog of exemptions. The new fee would not be paid by persons over 70 years of age,members of large families within the meaning of the Large Family Card Act and persons with a significant degree of disability within the meaning of the provisions on vocational and social rehabilitation and employment of disabled persons.
The bill was submitted to the Sejm on November 7,2025. Public consultations are planned. If the ruling majority decides to adopt the regulations,the new regulations are to enter into force on the first day of the month following three months after the announcement of the act.
